Try getting off the beaten path if you haven't already. On CH I have found them on the little islands near jackrabbit island, up near the lookout, coming down the hill from the railroad towards the lone cabin, and on the hillsides between paths and the paved roadways. They are spawned on each map every playthrough. A search of the forums will give you all the info needed to find them.
